Dragon Age 2 To Catch a Thief Quest Bugged?

I have Isabel and finished the Following the Qun quest. To Catch a Thief is suppose to pop up after, but it hasn't yet, and I can't get it to trigger. I've tried running out, putting Isabel and Aveline in my party, removing them from my party, and for the life of me I can't get this quest started. Any ideas?

I had problem with to aswell until I just gave up on it

You returned to your house, right? They hould be arguing at the Hawke estate, then it pops up.
