Well, I guess that counts. Though there is a huge difference between LBP and the Unreal Engine Tool Set.

Well, I guess that counts. Though there is a huge difference between LBP and the Unreal Engine Tool Set.
That's like saying there's a huge difference between Oblivion and Baldur's Gate II: Shadows of Amn.

Most likely it will be free. Though it's going to be interesting to see how this all plays out because we all know Microsoft does not allow user created content on their concole. So, Bioware is going to have to find a way around Microsoft terms or just offer this feature for the Playstation 3 version.

User-Created Content on PC is pretty much in the same vain as it is on console, just of a larger scale/community. People taking a game and reskinning it to fit a show or something else they like, adding in certain character skins or levels, making an entirely new campaign or tweaking what's already there, etc..
It's possible for them to do it on the PS3 unregulated as Epic did with Unreal Tournament 3 (just make it so PC users can finalize the code so it's readable on PS3) but the deal with that and one of the reasons UTIII released on PS3 first (alongside the PC version) is because of it's open platform. MS would have to approve any 360 content so if Bioware has no problem with it, we could see a similar thing on the PS3 if they add those tools for PC users.
So we'll have to see how it all turns out.

Umm, no. User created content on consoles is no where near the same thing as on PCs. Most PC games that have toolsets give gamers the ability to mess with almost ANYTHING in the game. Anything from creating whole levels, scripting out stories, changing stats, modding game balance, and in some cases, expanding gameplay in new and exciting ways. Modding on consoles is in its infancy. Consoles basically give you a simple toolset and let you rearrange things. You ca't really create anything completely new yet.
The closest console gamers have gotten to seeing the PC modding community was on the PS3 with Unreal Tournament 3. You couldn't create things on the PS3 (with the level of depth these toolsets offer, you'd need more than just a DS3 to control it all in any useful way), but you could download anything the PC gamers made onto your PS3. That was a huge first step.
Also, Bioware could easily just make the mods available to PS3 owner if MS is still being uptight about mods on Live. It was already done with UT3 where 360 owners didn't get the same mod support as PS3 owners did.
