Another thing is the NCR Ranger combat armor, normal the these suits of armor only spawn on New California Rangers, who usually spawn in NCR territory beginning at level 14 (I get this info from Fallout Wiki). I am level 18 but I cant´t find any Ranger who wear this armor at the Camps...
Did somebody have the same issue?
Are you talking about the trenchcoat armor (like on the cover) or a the black combat armor?
In the case of the trenchcoat armor if you have gone to Camp Gulf and still can't find anyone wearing it, then you have serious problems. The last time I was there, there were about ten guys wearing it, inside the HQ building.
If it's the black/dark brown armor, try going to Camp Forlorn hope and starting the Return to Sender quest. This will require you to travel around to all the Ranger camps. Each one should have one Ranger wearing it.

If it not one problem its another, i am at Lv 25 and i have not seen the NCR trenchcoat armor And I have Been Thare A Couple Of times. . .
Also i have About 5 Quest i Cannot Finish Due to the fact that i have no diologe option to chose from

I had a similar issue at one of the mines by Jacobstown.
I ended up coming back later on and the door worked fine.

I love the Fallout series but dang do they have some buggy ass games. So many times when I speed up the dialogue the game will freeze on me and I have to restart the system. If I do that twice in an hour then I just stop for the day. Sometimes while in vats, after I get a kill it takes forever for it go back to third person, it's annoying. It's gotten a lot worse ever since I put the Miss Fortune perk on. All in all I like New Vegas a lot more than FO3 but I want to kill bugs in the game, not have bugs kill my game ya dig? Another thing I noticed too is when I rank up the swift learner perk it won't go past rank 2. I think there is 3 ranks for that perk. Not sure what that's all about.

Companions = morons.
I have had to litterally PUSH Boone and Ed through doors I've walked through because they don't seem to have the capacity to OPEN them. Meanwhile they will rush into rooms that have closed doors and start fights when I am trying to be stealthy.
My rule is to leave them outside of vaults and buildings until I need a pack mule to help me loot the places.
But seriously - this companion getting "stuck" behind things like DOORS is slightly less than buggy, it's damn poor quality control on the part of the beta testers. I'm betting they did it on emulators instead of actual consoles.

You can tell them to move in the companions menu
If you can get behind them to tell them to move in the right direction before the door slides shut in time.
