you can play offline free but if your asking as far as being able to use them after your ps plus expires the answer is no they are coded with your end date of the subscription on it.

Re: PlayStation Plus FAQ

Mar 8, 2013

just decided to turn on my vita and upload all my game saves to clear up some space and download some new games to my memory card.  was wondering if i needed to insert my resistance burning skies game cartridge before i uploaded the game save for it in order to get all my game data to store in the cloud.  the bubble from when i played burning skies is still on my vita so does that mean the entire game data will be there in the bubble and will save to the cloud or will i need to insert the cartridge to get it to transfer?  i really need to delete alot of bubbles to make room for some new downloads.  thanks

Now just make it available to sub-account holders again. Had plus now I don't.

Re: PlayStation Plus FAQ

I just purchased plus today and I'm wondering if there were certain colors that were plus member only for the profile skins? And if so mine are not showing.  I've already logged out just so I could get the plus symbol to appear on my account.
