I think that they should allow us to control where our grabs go, for multiple purposes.
Example: when people are in the air you grab onto enemies that are on the ground
- when you are going to execute an enemy the same thing happens
- but most importantly to save your allies, that to me is the most crucial yet hardest one to pull off :/

If people jump on a wall and get higher than you they have a right to escape. I'm sure if you were getting pulled down by Scorpion's hookshot you wouldn't be happy about it when you're out of range.

What about during CTF? Many people have experienced cheaters clinging onto walls, making them totally safe.

If they're clinging to the wall and not moving I can understand it if you're unable to pull them off. To be honest though, if you enable wall grabs then you're essentially causing a different problem where you have no means of escape in all modes.
It's one thing to be out of range and still be pulled down when the only time it should happen is if you're in exact range. These are just mechanics that need to be nuanced.
We're going to have a lot of balance issues and exploits when the game releases because the beta is simply too limited in scope compared to the final release.
