The important things in a game depends on the genre of the game.
Using driving games as one example, graphics help, but the handling and controls of the game make this genre what it is.
RPG's are obviously story driven.
Action/adventure are also ones that are driven by story, as well as controls.
Survival/Horror is an unusual circumstance. Graphics and sound make these games special. The story can be a bit weak, as most horror movies also fall into this circumstance as well. But the visuals and sound in the game is what creates the suspense in this genre.
So it is pretty hard to label the importance of what makes a game good, as each genre has different levels of importance.
