Hi, I'm new to the game, and have been reading up on how to improve my play. The only thing that i haven't been able to figure out so far(or that I remember) is the Tier system. I understand that higher tiers=better gear, but what is it based upon (level, money, etc)?

The tier of a weapon generally dictates its stats, throughout all PMCs. For example, every PMC's T2 Assault Rifle is more accurate but less powerful than a T3 Assault Rifle. For LMGs, the higher the Tier, the slower the rate of fire and the more damage and recoil it has. T2 Assault Rifles are very stable and accurate, while T3 Assualt Rifles are less accurate but with more damage and more recoil. The T1 Assault Rifle is inbetween the T2 and T3, as far as I can tell.

Actually, using the term "tier" goes back to before patch 2.0 where they did not have the skill trees and supply depot that they have now. Before, skills and weapons were all in one "tier-based" system. You needed to unlock a certainer amount of points in the lower tier in order to have access to the skills and weapons found in the next tier.
So, in the forums, using the term "tier" is just a carry over from those days. It doesn't really mean anything in the current system since you are not required to unlock lower level weapons in order to get access to higher level weapons. The only requirement is that you have the appropriate level and you have the funds to purchase it.
