I was looking over your list again. I was wondering,
if its possibly for a Hammer Set to have:
- Focus & Constitution - so a Hammer user can charge quickly and roll aside to charge again if needed.
+ more offence related skills like Attk Up, or RA added in would be really nice as well

Now focus is good yes but did you want runner for the decreased amount of stamina used? Because constitution just decreases the amount of stamina rolls use. Either way it's good. But using White Fata Z and gemming it for short charge is your best bet.
But I've often thought about that as a set and yes i'd be possible for those two skills but only one other skill may be able to fit in there. Haven't tried in a long time but i'll see what i can do ok? (just glad you didn't say HGE...)
As far as the Ukanlos set goes it also has demonic protection cancelled with a Divine Protection Jewel (iirc... maybe its 2). So what i did was gem it for evade +1/2 i believe and that worked out quite nicely. it really doesn't fit into any specific weapon category so whatever you think will make it more rounded is good. I use it against gaoren primarily and used to use it for blongonga's until i made a better set (look that one up lol).
Interesting set i must say. Kind of disappointed it required a 3-slot weapon but i'll put it up nonetheless. I think i have a set somewhat similar to that... not sure though haha

EDIT: Ok so i looked into it and your set is going to be kind of hard. Short charge gems do this: +shrtchg/-constitution. So you have two skills countering each other ya know? Gimme a little more time i'll come up with something but right now i can't see you getting constitution +2 ok?

~This section is designed to aid hunters in reaching HR7. It is NOT designed to yield maximum output armors. Please note that when requesting and posting sets that this group of hunters has limitations as far as money and high end jewels.
I encourage this class of hunters to also "get in on this" as it really will be beneficial to you and others.
This section will not be as detailed/organized as above and will have less sets as well. Same guidelines as far as requesting and posting as above are in effect.
If you would like to submit or request a set for only HR4- or 4+ please say so when posting.
*Also be aware that many sets may be gemmed better, however I am setting this up so that everyone can make these sets as some jewels are not available until later in the game.
*NOTE: Max Defenses will NOT be shown as armors cannot be maxed out until the discovery of true armor spheres at a later HR. However resistances will be given.

I'm thinking a GS set with Unsheath, Atk up Large, Sharpness +1 as the Prime Skills.
with also , Evade/Focus any of these?
Dun wanna bother with RA, cuz that defeats the purpose of Unsheath
and also,
a Lance set with ESP, Sharpness +1, Evade +2

Ok, SSP possible? Sharp Sword won't be possible either - actually i think i have a set with those on the first post.

Golden Moon Mail is HR9 Gold Rathian mail (you can use any 3 socket mail though).
Yes, for SSP you must complete all weapons on every monster in the special training, i can try to look into a set without it though.
