How come when I purchase a TV show/movie (not a rental) I can't just redownload it for free off of the Playstation Network?  Why would I need to repay to watch (or just redownload again) something I've already payed for?

 

This is happening on my Vita by the way.  I know the Vita isn't a DVD player, but if I payed to have a show/film, why can't I have the same exact luxury I have with the games on the playstation network where I can just redownload them for free?
