Custom Theme problem?

How do i get the image to be clear? i did a preview on it and it looks like its been crushed  and when i do true color, its fine but it won't let me use the image for it? im using photoimpact 8

Make sure it's the correct resolution for that icon and right filetype.

If it helps with anything, when I used to make themes (terrible ones at that lol), I would use programs like Gimp and Paint.net.  I had some osrt of photoshop program that came with a tablet but I forgot the name of it but I'm sure any photoshop can help you in addition to those other two.  I also suggest Pix-resizer for changing the icons sizes.
