EDIT: ah yeah, as GraphiteGB states, do it from a PC. If you are using a tablet then there is your issue.
To use the complain form you do have to log-in with your PSN ID; this is why you show as logged into the PS website & community forums.
The problem with the form can be at their end [servers] in which case you can try later. Do try clearing your browser's cookies, cache and see if it makes a difference.

I am using my laptop. (: I just updated both my browsers, deleted my cookies, cache & tried sending the form again, still says my email is invalid, although, I am logged in. 
When I went to the complaint form, it asked me to log-in with my PSN ID, which I did, so it already showed my email & PSN ID filled in, all I had to do was type in the username of the person I was trying to report & press next.

Hmmm. I can't take the form for a test at my end because I've nobody to report & false claims are forbidden.
You can wait and see if the form gets fixed and/or you can call SONY Support to let them know about the form issue, as well as, the harasser you want to get off of your back.

NOTE: Add-ons like NoScript can be causing this issue. If you use NoScript or something similar then make sure to allow the whole page or just disable the add-on for now.
Moreover, was one of the browsers you used Firefox? If not then I suggest you give it a try. A few weeks back there were some issues related to the PS community on Google Chrome & Safari. [I can't remember about IE] but everything was working smoothly with Firefox.

I just downloaded Chrome & still, same thing, invalid email ID. This thing hates me!

Java is not the same as JavaScript. Java is not use anywhere on the PS website.
On another note
The Java Console plugin is bugged and this should be disabled. Removing it is recommended.
The latest version of Java is 7 update 9. Anything less and you are subject to some well known Java exploits. It is highly recommended that you update to the latest version.
If none of the websites you visit require Java, then on the browser do disable all java plugins. Now, If none of the software in your computer requires Java then just go ahead uninstall Java.
For example: for some of its features, LibreOffice requires Java. Minecraft is built on Java. PMS is built on Java too
