Sorry, there was a typo in my original post (now corrected), there is NO way to gift on PSN, how were you intending to send it.

Is your friend in a different country than you, because if he is then that is the problem? PSN card codes are country-specific. They have to match the country (or region in the case of the EU) of the PSN account that redeems them. For Paypal the rules are the same as for a credit card. If the registered shipping address of the Paypal account does not match the registered address of the PSN account, then the transaction may be delayed for verification, or rejected immediately. If the transaction is not completed, then the funds will be credited back to your Paypal account if the payment was an instant transfer.

You can give him a Playstation Network card, but it has to be in his country's currency. Not your country's currency. You may be able to buy one of those online from a web site in his country. Paypal probably won't work.
