I'm not a Sony employee but what I would suggest is trying Safe Mode again. Here's a link you can follow to ensure you're doing it correctly.
If you get no joy from that I'd contact Amazon for a replacement. Good Luck and please post back results.
I have the same exact issue. I had mine pre-ordered from Gamestop. I've called Sony and have been sitting here not even sure if I'm on hold because there's no music, and the woman keeps telling me every few minutes to chat with a Playstation specialist online, even though that's not available. I'm not even sure what to do at this point. Driving me crazy Sony!
