I am posting two movesets, one of them being an overview for those who don't like reading and one being an in depth look. Here is the overview (PS: even the overview is pretty long).
Joel & Ellie: The Last of Us
The last of us stresses partner ship and resourcfulness in it's gameplay. often times Joel will be saved by Ellie or Joel will survive by using a pipe or bullets he's found. His playstyle should incorporate this. On all stages there would be a shot gun, a medical kit, and a rifle laying on the ground. Much like Emmett Graves Joel would pick these up to change his moveset however unlike emmet he can't control where on the map these items are so Joel must often avoid enemies or run from fights in order to collect needed matierals as he does in his game.
Square would cover his melee attacks. though Joel is a strong brawler he can only handle one person at a time and his down square would be his best tool for this allowing him to grapple a foe a carry them a short distance while in a choke hold. He would have to be verry close to an opponent to perform this move and it would net him little ap so it would not be spam effective but it could provide Joel with a great tool for when things get too heated.
Triangle would handle joel's projectiles. depending on what he has in his hand shotgun, a rifle, or bow and arrow, he would be specialized for either close mid or longe range combat. While the shotgun could send foes flying and be good at short range it would be near useless against the likes of radec and sackboy, the rifle could keep charecters like parappa and heihachi at a distance, but wouldn't be as effective against agressive charecters like kratos or longer ranged charecters, and last his bow and arrow/ med kit could deal medium damage while staying away from a large group and if he wants to stay out all together using his med kit would increase his ap at a slow rate much like toro's sleeping move.
Circle would be give players access to Ellie which is what makes Joel like few other charecters. like Fat princess's villagers Ellie would attack only when you press the circle button pressing at the proper time could have ellie toss a brick stunning a foe, leaping on an enemy with a knife or simply aiding joel in his combos. Ellie would respond with a delay like the villagers, and thus timing her would be the biggest factor but holding circle could put her on hold allowing for the proper time.
Level 1: I have not decided on one that fits but it would be bad. Along the lines of Sir Dan's and Big Daddy's. This is so while playing as Joel players have to wait and launch it at the right time or wait for a level 2 altogether. This is more in line with the style of the last of us's gameplay, players have to be patient in the game and wait for the proper moment to strike.
Level 2: I can see Joel's level 2 being a large molotov cocktail that K.O.'s anyone caught in it's flame. It would be much like sackboy's but the marker for where it would land would be more discreet so that Joel could ambush players.
Level 3: There are two possibilities here. the first would show Joel and ellie take cover in a Room as clickers (The zombie monsters) flood in behind them. The stage would then fill with clickers while they hide offstage, anyone touched by a clicker would be K.O.ed The second possiblity would be more like Drake's where Joel is is shooting clickers however the twist is that the players don't turn into clickers instead if they are near a clicker when it is shot it explodes K.O.ing them.
Here is the in depth Moveset:
square: Pipe swing (holdable): Joel lifts a steel pipe and uses it for a 3 hit combo. Charging it would cause enemies to crumple allowing for a slightly longer combo or a different move to be used. When used in air it spikes the enemy downward
> Square: Brawler: Joel leaps forward with 3 short punches that end with a short amount of knock back.
^ Square: Uppercut: Joel pertforms an uppercut. it would lift the enemy off the ground only slightly but could be used to connect combos.
V Square: Hostage: Joel grabs an enemy and wrestles them away from or towards a group. Ap gain is low and the player must be verry close to use this move. When used in air it would cause joel to grapple an enemy near him and slam them down with him, if the grapple misses joel has slow recovery when rising from the ground.
Triangle: Pistol (4 shots): Joel fires four rounds from his pistol slightly stunning foes. When all the rounds are used joel must reload.
> Triangle: Rifle shot ( 6 shots): fires six rifle rounds each stunning the foe to the last with knocks them back.
^ Triangle: Rifle upward (4 shots): fires 4 rifle shots diagnolly. the last sends foes backward.
V Triangle: Joel
> Triangle: Shotgun: Joel Fires his shot gun. The knockback is high but he must reload after two shots.
^ Triang;e: Shotgun upward: Joel fires his shot gun diagnolly.
V Triangle: Shotgun strikes: Joel strikes the enemy with the butt of his shotgun forcining them to crumple.
Bow and arrow Equipped
> Triangle: Archer: (Holdable) Joel fires a single arrow. charging it changes it's knock back value, damage, and distsance.
^ Triangle: Bottle (holdable): Joel tosses an empty beer bottle, Holding it changes it's distance and increase it's arc.
V Triangle: Medical kit: Joel sits down and begins bandaging his wounds. He gains 5 ap at a moderate rate.
Circle: Pistol: (2 shots) Ellie fires two quick shots from her pistol
> Circle: Knife pounce: (knife pounce) ellie flips open her knife and leaps on an opponent flooring them if she connects. and if not she has to lift herself from the ground.
^ Circle: Brick (holdable): Ellie tosses a brick. Holding it will increase knock back and damage.
V Circle: Mine: Ellie plants a mine.
