Oh haha sorry; I only played 1-2 DBZ games, and I think the good one was Techaichi 3, but TBH I can't remember which is which anymore. By Frieza Soldier I actually thought you meant Burter (Since he was a soldier for Frieza)
I listed the worse character as the best lol I wasn't seious.

Any designer claiming to have a balance fighting game is either insane or supremely arrogant. Chasing balance based on its in-game power-output is essentially a form of killing the actual game you're supposed to be designing.
What we should instead be doing is creating incomparable elements, like Sly's invisibility compared to Toro's stance-change, and try to balance those. While balancing incomparables is virtually impossible, by attempting to do so, you reach one of the few zen-like bits of wisdom in game-design: imperfection is perfection, because this paradox is the only thing driving you to make your product better.
