I'll be honest with you, I didn't enjoy the announcer for this game at all. Other than his voice being a little dull, he wasn't a very dynamic announcer. Announcers usually help viewers keep track of what's going on and add a little fun to whatever it is they are announcing. The announcer for Playstation All-Stars says nothing during a match, only before and after. He only has 18 lines in the entire game.

What should be added/changed: Just tossing around some ideas.

Double Overtime - A little better than just saying overtime in a different tone.

Triple Overtime - Same thing in the above comment.

Double Kill - Killing 2 people with a single super.

Triple Kill - Killing 3 people with a single super.

Super Kill - Killing a player while they are using either a Super 1 or 2.

Denial/Rejection - Stopping a player from using a Super. I get mad enough when this happens, let the announcer rub some salt into those wounds.

Rivalry - When a player kills another player strictly for a good streak. Idea inspired by TF2. It's a good motivation to get someone back for bullying you around in a match. 

Revenge - Killing a "rival", breaking the rivalry.

Killstreak - When a player kills more than 4 characters without dying. Dying will break the streak.

Dominating - When a player is obviously dominating all the other players.

Perfect/Flawless - Player wins without taking one death.

Announce character name after chosen at select screen.

 

Adding some of these in could also need some more visual things to appear on screen, which I would enjoy.

Seeing how Superbot was a huge fan of fighting games, I'm surprised that they didn't really have fun with the announcer. Street Fighter, Mortal Kombat, Super Smash Bros, ect. I will say this is probably the most boring announcer I've heard in a fighting game. He's so just so monotone, not at all exciting. No offense David, I did enjoy you're other voice acting jobs though.

 

Another idea, have the guy who voices Polygon Man be the announcer for the sequel. It would really feel like he's in charge and taking over.

Honestly all this will be to conflicting. I prefer hearing characters not the announcer.

I think MK9's announcer was much worse. He may have had more dialogue but my god he sounded soulless. No personality at all.

They should have gotten Micael McConnohie to be the announcer. He's Seth from Street Fighter IV, Astaroth in Soul Calibur, and the Narrator from Bobobo. Dude's got a cool voice.

Wouldn't it be cool if we could select a specific character's voice to be the announcer?

 

For example, you pick Sully. Every time someone activates their level 3 he says something like "D*mn, that's a good one" or something like that.

 

It could add to the presentation as well, it would be fun to hear your favorite character ramble through the fight xD

He sounded kinda brutal, he's got a rough evil sounding voice.

 

He's got more personality than this announcer. The All-Star announcer sounds like just an average guy.

What if they got Peter Cullen to be the announcer? He makes anything sound epic.
