I just dont have a clue where to get one and where to put the HTML on my account settings ? any step by step help ? thanks.

To get it, go to the main US PS3 page, sign in and chose "Portable ID" from the drop-down menu when hovering over your nickname on the top of the page.

The HTML code you get needs to go to the "signature" field in "My Settings" (on this forum)... BUT you can't use HTML signatures as long as you have the "newbie" rank here.

you have to earn your way from Newbie, with participation on the forum

It depends how much you participate, you rank up from:
Total Messages Posted,
Total Messages Read,
Total Logins,
Total Minutes Online
