Going to gamestop tomorrow to preorder MGR: Revengeance. What game should I buy while I'm there?

For $40 you'll have quite a bit of choices. I can only tell you what I like. You'll have to take whatever recomendation with a grain of salt. What kind of games do you like?

Pretty much everything, but iffy on JRPGs

Well I'm not a fan of them either. I can tell you a few games that I've enjoyed over the last few months;

Hitman Absolution. A bit more than $40 but if you can get it on sale, then it's a great pick up.
Red Dead Redemption
inFAMOUS 2 (Now sold with inFAMOUS as a collection)
Sly Collection
Mafia II
Journey (it's out now as a collection with Flow and Flower, and priced at $30)
Sniper Elite V2
Batman Arkham City
Gran Turismo 5 XL Edition

Um, not sure what else to recommend.

For $40 you can pick up the Sly Cooper: Thieves in Time game that has just been released. Haven't played Sly Cooper before? The collector's set on PlayStation 3 should go for about a $30 purchase through GameStop. Other collections including last year's Ratchet and Clank and Jak and Daxter Collections are out there for about the same price. Not to mention there's a range of older games on the cheap you can buy. All depending on what you've played or not, if you haven't tried them before I'd suggest everything from Heavy Rain over to Heavenly Sword.
