Able to disable PS Vita camera?

I know there is a way to disable the mic on the vita, but is there a way to disble the cameras?

It should be off until you launch an app that needs it. Is it always on or something?

I know the microphone can be disabled in the menu when you hold the PS button, but I couldn't find any option to disable to camera either. I was worried about this as well for privacy, so what I did as a temporary solution was cut a tiny piece of black tape to hide the camera in front (located near square and triangle buttons) and back camera (up, center). Not exactly the ideal solution, but it works.
