You can always try a locally owned game store, in my area there are a few and they sell/buy/trade all kinds of goodies. From Atari 2600 to PS2 to Arcade and Pinball Machines to now. Kijiji and craigslist are good as well, people will sometimes sell a lot with a system. Like N64 system and 10 games for 50-60 bucks and so on. Some people on Kijiji will ship the item, not sure about people on craigslist. The good thing about Kijiji and craigslist is that you can meet the person and check out the game or games first hand, see if they are in the condition that you want. Also flea markets and garage sales are also very popular in finding older generation games for cheap.

Pawnshops have always been the best place to me. Gotten most of my PS1 games from there, including some rare gems like Persona 2: Eternal Punishment. Another place you could try is GoodWill, they usually have a pretty random selection of games since it's donated, but you can occasionally find something really good, at a great price.
