That's the hope.  I honestly don't know the criteria, but, until such a day, you can get to this thread by using the following shortlink:

Added new link about the event below about the rumored ram split of the PS4.

After making some phone calls and talking to some of the neogaf devs (there are actual game devs on that forum who I'm friends with before their fame to game). It's confirmed and now I have to edit the PS4 spec portion of the first post of this thread ...

http://www.neogaf.com/showpost.php?p=73024816

"-At most, the OS uses 1.5GB, with a good amount of that helping the HD recording feature and on the fly switching/ multi tasking
-4.5GB is indeed about what's available for devs at present.
-1GB is set aside for futureproofing OS operations down the line.
-1GB for developer reserve, should they need it"

I was also told that due to this Lowering of ram for the developers, the CPU clock can be overclocked to compensate.

Where did I hear that before...

Apologies if I misinformed anyone about the last ram information and apologies to those who I disregarded with the new...

The PSVita has a policy where every game released on it has a digital version, has Sony announced if the PS4 will have that policy as well?

Awesome. I prefer physical over digital, but there are just some games I prefer having digital versions of.

No more hard to find 'limited releases'...well that is until a company like Atlus gets bought & they take down all the PSN games.

To the point Remote Play is mandatory for ALL games released on the PS4 platform. it's going to be loads better than the PS3 one BTW. PS3 told developers to make it work, 2 spus would be needed along with using a software code on top to make it work (overhead). The PS4 just forces game creators to make their games run some code to access the streaming hardware [chip] on the console in order for the Vita to remote play the game. Remote play is going to stream loads better and be mute crisp than what the PS3 can do, lash had been said not to be an issue and the wireless doesn't actually have to be that high.

I'll add a link to the first post starting it, should be in the PS4 spec portion.
