i'm already in the master acc?
There aren't any boxes to tick in? There should be an option to accept the Terms of Service when signing up for a new account, and if you are on the master account, you have already accepted the terms of service so it shouldn't come up with that option unless you are playing a game and it requires it.
Are you trying to play a game online that requires accepting the Terms of Service again?
ok people, i have reformatted the ps3 in a hope that would do something, however it has failed to work.so thats nearly 5 hours wasted and all my saved games and downloaded games gone....grrrrr.....
it is still saying

How is this so when there is only currently one account on the ps3??
And when i click back it doesnt bring me to a page where i can look at this agreement
You say there is only one account currently on the system. Well, the system recognizes it as a sub account.
Use whatever Master account that was used to create your account, create a new user, login to the PS3, and accept the terms with the Master account. Then try your sub account again.
As far as the PS3 and PSN are concerned, the first User you put on the system is NOT a master account. The PSN IDs themselves are deemed Master accounts or Sub Accounts.
The error you are getting suggests your PSN ID was created a Sub Account by an actual Master Account PSN ID.
