I don't understand, it's on the PS3 and the PSP, but it's still not on the Vita yet.
Come on, Sony.

According to this page, PSOne Classics weren't enabled on the Vita until late last Summer. As you can see by the guide not all PlayStation games have been brought over to the Vita side, where some games like Spyro are listed as incompatible. Whether this will change somewhere down the line is really up in the air.
Sometimes it because of license agreements. Like with Crash Bandicoot, Activision now owns the franchise but the purchase was after the agreements were already in place for it to be purchased and played on the PS3 and PSP. From my understanding Spyro is tied to Universal and not just Insomniac . That's all I can really think of. Not sure if royalties are involved with other people or companies.
Activision owns Spyro, as well (Skylanders).
Whaat...? That's weird...
I'm not sure if it's because I'm an Aussie, but I was able to buy all three PS1 Spyros for my Vita from the Playstation Store. Look, see? I have 'em stored in a folder...
Maybe because of regional reasons, but I managed to legally purchase all three of them for my Vita...
That PS3 transfer didn't work for me. Neither did Content Manager. JMO but seems to me that all the games should be available world wide where the consoles are sold. I like the classic games myself but feel bad for everyone who loved these games and may have even purchased a Vita with the thought of those games being made available everywhere. Come on Sony, gamers in the U. S. want these games too.
