Yes but you will need a carrier like AT&T and set up a plan, which will cost you extra money.

So if I have a vita WiFi how can I get games on it if I don't have WiFi? I just have regular internet with a Ethernet plugged in my ps3.

Can I download them on my ps3 and transfer them to a vita with a usb?

Yes you would have to dowload them to your PS3 and then transfer them over using content manager. Or if you have any wifi hotspots in your area you can try that, but that may be a pain. Also some psp games listed in the PSN store can only be downloaded to the Vita, but in my experience I've only found two or three that could not be transferred using a PS3. On the flipside there are a number of psp games that can only be transferred using your PS3 and are not in the Vita store. I hope that's not confusing.

As asphalt said, you can transfer games, but honestly, if you're going to get a Vita, you should probably get a wireless router for your home/apartment, otherwise you won't be able to use any PSN networking features unless you get the 3G model.

Gotcha. So the vita store is different than the store on the ps3 right?

At the moment, but that can change.

Also check on the psp and ps1 games you want to play to make sure they can be played on the vita. Some of the popular games are not on the vita yet or not even on psn, so research a little and make sure because some can only be played on psp.

XClayMeow is correct, wifi routers are not very expensive and it will save you a lot of headaches, plus you will love the convenience on both your PS3 and Vita as well as not paying monthly fees for a 3G plan.

From what I've heard/read the 3G model Vita is pretty worthless, because you can use your 3G/4G phone or Mifi as a wifi hotspot to get online. Plus most places already have wifi hotspots that you can use.

If you can get the 3G model without paying much extra and fit it with your current GSM carrier plan again not paying much extra then why not.

But you should know that 3G is not a substitute for WiFi. For example AT&T limits how large of a download you can follow from the PlayStation Store on 3G for example.
