Maybe because they just want to release it with the rest of their content that will be added in the update. But yea, they really can just add it in the store.
It's Thanksgiving week, so the guys responsible are probably aren't at work.
Granzella is a Japanese Company, they don't do thanksgiving over there.
Since the stuff is store related, it's SCEA's responsiblity. SCEA either initially missed it up, or GZ forgot to mention about it so it wasn't placed by SCEA. Only thing Granzella can do is to call them to have them fix it.
And Japan does have a holiday in Japan on the 23rd, Labor Thanksgiving Day (Nothing like Thanksgiving here though).
