PS Home will not be on the PS4 because it is not on the PS3... It is on the PSN. Yes, some game code is installed onto the console so it can interface with the network, but everything home related is housed on Sony's servers, including all our purchased items. What that means is that all the PS4 needs to do is access the network and home will be there. They really don't need to change anything about Home at all.
But... depending on what the configuration of the PS4 will be, there will probably be a greater capacity to process more network and streaming data, creating more options for the development of Home. I wouldn't expect to see wholesale changes right away though. In trying to make Home bigger and better for the PS4 they could easily make it incompatible with the PS3. And they probably don't want to lose those customers who aren't going to be ready to jump to the PS4.

My Top 5:
Trophy Room (why we don't have this now is beyond me)
Playing music and videos from our hard drive in a personal space
Better graphics
Seemless transition from one space to another. Example Casino, you shouldn't have to load when walking up a few stairs to another game
Ability to delete items from your wardrobe that you no longer want (I don't even want them in Storage)
Not going to give any ideas. Because maybe they will actually take them and use them if Home is on the Ps4 O_O. Scary thought. But I do have one idea. Which is less loading times, and also a larger storage area.

Loading times will always be more effected by individual internet speeds than anything else. But if home made the jump to 1080p, you can bet it will get much slower.

Yeah, the console supports 1080p, but that would greatly increase the amount of graphic data that would have to be processed over the internet. Downloading spaces would have to take longer and everything. The PS4 can't do anything to improve dl speeds.
