it's been happen to me when i download demos, big file, small Ps1 file went installed. CoD blackops DLc stop installing at 14%. I called the tech suport they told me that there is not enough issue for them to fix it. They told me to take it to a friend s house to try downloading on there server. They never said anything about a ram issue, and this is Playstation~?`
Word of mouth from friends is that it is a ram issue. The ram has failed~!` So Playstation is not taking my playstation in to fix the ram issue, or put new ram in to it. do we fix it are selfs, and dose it not tell you in he manual Do Not open the consuals~?` why can't they fix there busted produce~!` I am upset at playstation~!`
My PS3 currently running with fw4.31(not mandatory update). I just downloaded RE5 Gold Edition and installed then got the error code around 14% and did the suggestions, after downloading and install it AGAIN, it stops installing at 14%. did it for the third time same thing happened, did it again another day and still the same.
Weird, why always at 14% all of us?

morning guys... finally, i successfully downloaded and installed One Piece from PS Store. Found out the culprit is the modem setting. I disable the Firewall option in the modem and it went well. There are 2 possibilities this error could happened: 1) The Firewall feature in the modem. This feature will block "malicious" code from the internet. I will try give an example of this "malicious" content. 2) Some ISP provide Internet Shield Programme. Some are given free and some are given as a trial. I'm not sure how and where this programme running. If u familiar with downloading games from PS Store, usually they also have full unlock key as separate file to be downloaded. But as for One Piece, the only file is the game file. Maybe the unlock key is built-in in the game code. So it will be like installation within installation (full unlock key installation). Thus, it is like "virus/trojan" behaviour. The modem sees this as a threat and bock that tiny part of content. By doing this, your installation file is already corrupted and u will get an error while installing. I also downloaded AC3 from PS Store. With that game, there is a separate file for full unlocking. There is no problem when download and install AC3. As for RE6, there is no unlock key file but I also can installed it without issue. Maybe how the game developer play with their code will determine your download success. That's it guys. Hope this will help you guys a bit.
I am tired of this crap! Sony needs to find a fix, I haven't changed my setting or adjusted Nything on my end and I used to download stuff just fine. I am a Plus subscriber so I download the free games (large files) all the time. But for some reason after an update I have a 5% chance of downloading a working file. By this I mean I delete, download, try to install again... This is getting old, I have stuf I paid for I want to download and play, and I still can't until I just get "lucky" and will install.

However, we do need to determine if there is a file that is being corrupted during the download process. I am more than happy to help you troubleshoot the Internet connection to the Sony Entertainment Network (SEN) on your PlayStation®3 system today.
I would like to take a moment to discuss the reports you are seeing on our forums. The Internet, while an amazing tool, can also act as a filter. A very small number of consumers who experience an issue can make an error that a very small amount of customers experience seem much more widespread than it truly is. I do understand how prevalent an issue can seem when you are viewing it in these circumstances.
The PS3™ is a bit different than a personal computer and it is possible that there are firewall's in your Internet equipment or other restrictions that are interfering with the connection. I would like to make sure you have attempted the following steps for your Internet connection to help us determine if the problem lies within the connection or within your PlayStation®3 system itself.
• First, delete the game. From your XrossMediaBar™ (XMB™), go to Game > locate the game > press the [TRIANGLE] button and delete it.
• Secondly, disable your Media Server Connection. From your XMB™, go to Settings > Network Settings > Media Server Connection, and disable. Then turn off your PS3™.
• Power-Cycle ALL Network Devices:
Unplug ALL of your network devices and equipment, making sure all lights on the modem and router are turned off for two (2) full minutes. Certain VOIP modems (where your telephone is connected to your modem) may have a battery installed. You will need to remove the battery in order for the modem to be completely turned off. Then turn your PS3™ back on and set up the Internet connection.

• If you are using a wireless connection and the above steps have not resolved the problem, please try bypassing your router by connecting your PlayStation®3 system directly to your modem with an Ethernet cable. • Afterwards, try re-downloading the game. From the XMB™, go to PlayStation® Network > Account Management > Transaction Management > Download List, and re-download the game.
• Also, we have a list of port information that you can provide your router manufacturer and they will be able to assist you in port forwarding. If the required ports are not open in your router, the PlayStation®Network will not work properly.
TCP Ports: 80, 443, 465, 983, 5223, and 10070 - 10080
UDP Ports: 3478, 3479, 3658, and 10070
If the above troubleshooting does not resolve the problem we need you to connect your PS3™ to another Internet connection such as at a friend or family member's house. I do understand this can be quite inconvenient, however we would like to make sure that we do exhaust all options while troubleshooting this issue.
If it will connect, this indicates that the hardware is working properly to connect to the Internet, but there may be a restriction in the Internet equipment or connection you are using. In this case, we highly recommend contacting your Internet Service Provider to inquire if they have any advice on connecting your PS3™ using their connection. I am very sorry for any inconvenience this has caused.
If all the above steps failed, please respond to this email with the following information and I will submit a refund request for review:
- Sign-in ID (email address).
- Online ID (the Online ID can be found as the first name under your Friends list).
- The content that was purchased, and the purchase date
