I'm not sure exactly when the new Store went live, but as of this morning, I'm unable to check the Store. Every time I click on the icon, I get the "Software Download" status, and I click yes. It always says something along the lines of "Something went wrong with the download - Error code 80710011". Has anyone else had this problem and it just gone away? What are my options here? I was planning on downloading Okami HD sometime this weekend.

I noticed the same thing. It went into effect 11/6/12. Cannot access the Store even during game unlocks (Pinball arcade). If anyone has had the same issue, please respond so we can send all info to PSN.

From my experience, this error 80710011 is mainly a router issue. Try to set your PS3 on a DMZ, or going through the port forwarding route and stick in the proper PSN port #'s. You can get a full list of the ports needed at PlayStation Knowledge Center.

I had this error, and fixed it (actually, i found the solution on some other forum, and it worked).
What you need to do is to open Internet Browser on PS3, go to options (Triangle), and erase cookies and temporary files. These are two separate options, i don't know which one of them (or both) is actually required. I just did both, and finally was able to download new Store.
As a side note... when i first tried to open new store, download started just fine. But, i pressed Cancel. And then i got the error in guestion when trying to re-download it. So, it's possible that canceling the download is what caused the bug. Don't do that =)
(and, based on this, i would guess it's "temporary download files" that were actually needed to be cleared, not cookies)
