Welcome to the PlayStation Community.

That's a little odd, I asume you have tried resetting your router/internet connection & also going through the internet wet-up of the PS3 from a-fresh?

Yes I have. I was finally able to fix it. I just made it so my PS3 could automatically detect the time and date, and then the PSN Store worked like a charm. I always set my own custom dates on my PS3 because I like to have videos ordered by a certain month, and if I want to move a certain video into a certain folder, then I have to manually change the date/time. Thank you very much for your warm welcome and help BRIT!
