Yeap its down for me as well.
When going to account Management or to playstation store I receive error code 80710d36. In the case of when I go to the Playstation Store I also am unable to back out. It says to press O to go back but this does nothing. I have to restart the whole system.
Kind of a bummer, is this an isolated incident or happening to the masses. Ive only been trying for about an hour now but an hour is pretty long to not here anything in the IT/Gaming world?
Same here, but it is only happening with my account and not any of the other accounts on my PS3, so I was worried my account got hacked.
I just got off the phone with Sony Tech Support and they told me its affecting many people, but not all, and has nothing to do with the area you are in. In fact, while my account is locked out, all the other accounts on my PS3 are able to log in without any issues.
At this point they do not know what is causing only specific accounts from logging in, but they are aware of the problem. Hopefully they will get this resolved soon.

Same here, main account works, secondary accounts are messed up.
I can also add a new PSN login and new user on PS3, and that works.
Still going with "Hacked". Might take some time to restore those missing accounts from the nightly backup....
