cant download an instant game collection

hi i have my playstation plus account active and im trying to download outland since its free and i though i downloaded it but i guess i was wrong anyways i download the new store today and went ahead to buy outland which is free and when i try to download it says we're sorry, this product cannot be purchased at this time. it doesnt matter how much i tried and i restarted the console that didnt help either is anyone having this issue??

i searched for outland and all that comes up is the free with psn plus one and its still giving me this error
