So my gf was able to purchase a couple months ago, now funds cant be added to her acct w a cc, the same one thats on file w her psn. And we deeated it and readded it a couple of times, and they took the $1 hold 3x that we did the readd. So **bleep** is wrong w the psn cc thing?

Sometimes, if  you try too many times it locks. You may have to wait 24 hours before you try again. 

Tip: make sure that the address you enter is EXACTLY as it appears on the CC statement.

The thing is it was already stored on the ps3 under her acct, and she did get something in nov, and has $$$ in her bank acct.
