Hey Everyone I am new to game development so and I am thinking of starting with a playstation vita competition they are doing here in Malaysia. So I was hoping if anyone can show me something online to read or a book to buy anything to help me get started. I searched online but couldn't find anything interesting to read. If anyone can help me if I would be grateful.

Playstation console development kits are only available to licensed Playstation developers, and they all signed a contract prohibiting them from disclosing any of the information publicly. You won't find any Vita development documetation on Sony's web sites, and there are no books published on the subject. You can find content about anything on the Internet, but none of it is official, or legal. I don't see how anyone could do an open Playstation Vita development competition there, unless Sony has a very different developer program in southeast Asia. Being a licensed Vita developer here is expensive, and Sony won't allow just anyone to join. Actually, Sony generally does not allow individual independent developers to develop games for its consoles. You have to at least be a small company.

That page is only for Playstation Mobile (formerly known as Playstation Suite), which runs on (mostly-Sony) Android phones and tablets. Playstation Mobile games don't currently run on the PS Vita, but they will in a future System update (presumably after the one that runs PS1 Classics, due in the next few weeks). They aren't Vita games. They are actually a cut below Minis.

You will have to ask Bethesda about that. Sony won't disclose what licensees are doing without their permission.
