There's a glitch present in the original Ratchet and Clank. While it will take much time to collect bolts on their own, if you're scavenging for some by playing and replaying levels, this other means may get the bolts to you even faster.
The glitch itself involves deploying two of those blow up Ratchet decoys just outside of the racing arena in Blackwater City. Head over to where the race starts. There, you'll find a specific angle along the wall to place two decoys that will push Ratchet through the wall to get to a spot between walls.
From there you'll jump between buildings to land on the race track, also bringing your taunter with you. On the race track you'll have to have something to hold down the circle button on your controller so that the taunter dives into the glitch that continually streams down endless bolts until you're ready to release. There are various videos on the subject, such as this one. If you do a Google search for "ratchet and clank million bolt glitch" then you'll easily be able to find out about any information you'll need.
The same thing happened in my game. The reason for this I think had to do with completing the race beforehand. If you were to win the race, it seems the glitch no longer stays in effect. Luckily, that won't keep your game from letting you collect bolts. You can always play and replay every single level for as long as you want until the bolts rack up. It's a slow method, but so is the million-bolt glitch.
