According to the following threads, disc swap will not work between regions. This does not seem to be a PAL/non PAL restriction, more of a region restriction.

However, I believe the videos downloaded from the UK store should work on any TV that your PS3 works on. My HDTV does not support PAL, and it plays just fine.

Yes, as long as both accounts are on the same PS3. All Singstar DLC is shared across users on the same console.
