No. The Raiders didn't change much of anything from when John Gruden was the coach just one year earlier so the Bucs knew what plays Oakland was calling. 

 

This is the kind of advantage the Pats had in the 01, 03, and 04 Super Bowls when they videotaped the other teams signals.

New England's last six postseason losses have come from teams they played in the regular season. Maybe other teams are videotaping them.

Well no, because they never watched the tapes during the same game. It's up to opposing teams to change their signals around, because stealing signals is a common thing. Every NFL team has employees who attempt to do that sort of thing (because it's legal); the Patriots simply got caught trying to videotape it from an undesignated location (which is illegal).

The Patriots-Rams Super Bowl was a major part of the scandal, because of a report that the Patriots taped the Rams' walk-through practice on the Friday before the game.
 
Faulk added more fuel to the old controversy by telling Curran that the Patriots were ready for plays that the Rams had never run in the red zone before – plays Faulk said were only practiced at that walk-through.
 
"Any time that I was offset, I was always stationary," Faulk told ComcastSportsnet. "And we had (created) motioning in the backfield at the same depth on the other side of the field. And they created a check for it. It's just little things like that.
"It's either the best coaching in the world when you come up with situations that you had never seen before. Or you'd seen it and knew what to do."

it goes deeper than that.... they recorded tendancies, play calls, situational moments... a team wont need to learn the signals if they know exactly what's happening when the team lines up on D or offense.  if its 3rd and 4th, they have a good idea what that team can and will run.  if its 3rd and 2 in the 3rd Q, a team might do something different than if it was 3rd and 2 in the 4th Q.  they had a library.... a freaking library... just imagine how much information they truly had on the entire NFL.

nah.... they just can't cheat anymore and those "brilliant coaching" or "masterpiece QB'ing" moments... are done!  instead of driving for the TD... brady throws INT's.  Instead of stoning at the GL or keeping out of redzone.... the other team scores easy.
