No. The Raiders didn't change much of anything from when John Gruden was the coach just one year earlier so the Bucs knew what plays Oakland was calling.
This is the kind of advantage the Pats had in the 01, 03, and 04 Super Bowls when they videotaped the other teams signals.

Well no, because they never watched the tapes during the same game. It's up to opposing teams to change their signals around, because stealing signals is a common thing. Every NFL team has employees who attempt to do that sort of thing (because it's legal); the Patriots simply got caught trying to videotape it from an undesignated location (which is illegal).

it goes deeper than that.... they recorded tendancies, play calls, situational moments... a team wont need to learn the signals if they know exactly what's happening when the team lines up on D or offense. if its 3rd and 4th, they have a good idea what that team can and will run. if its 3rd and 2 in the 3rd Q, a team might do something different than if it was 3rd and 2 in the 4th Q. they had a library.... a freaking library... just imagine how much information they truly had on the entire NFL.
