Unfortunately EA has an exclusive licensing deal with the NFL, so only they can use the players' and NFL's likenesses.

With that said though, it is possible to create a football game without that stuff, especially in the case of NFL Street, which is not a real NFL simulation anyway.

I miss those games NFL Street and NBA Street were amazing games.
