The community in general is very active. Time of day determines the amount of people you'll see online both here and in game obviously.
There are a few issues with the game but nothing that can't be played through. I'd rather be honest with you then have you buy the game and find out so I urge you to read through this forum and keep in mind there's many opinions here but MOST of us have fun daily and since its only $20 now it's defiantly worth it.
Key advice-
Don't go into this game thinking about anything related to Warhawk as you'll only be confused/disappointed.
Read through the Starhawk 101 sticky and the tactics thread.
Start small in small servers till you get the hang of it.
TAKE TIME TO LEARN THE HAWK! Can't stress this enough. There's a HUGE learning curve but people will help you if asked.
If you decide to get it welcome and most importantly have fun! Don't let scores/kdr/wlr dictate this!
