It doesn't happen all the time, but you need to either double tap the analog or push the up direction forcefully to ascend. It's always random.

So what about people using the canned dodge? Shouldn't it be removed beacuse you can scrub missles with it without any skill other than using the left stick and pushing x? There is no skill in that. Not just any CAF pilot can scrub all missles either. Maybe instead of complaining about it you should figure a way to counteract it. No one can dodge flak if it is fired correctly.
