What do's it do?, My famly has 5 cats inside and 4 outside

He refuses to use the litter box. Its really annoying. I want to make him an outside cat but my wife and daughter say no.

How many litter boxes do you have? More then one litter boxs helps, if its a old litter boxs then that could be it
