never. LBI gave some misinformation about PSplus and the DLC that they offered.
PSplus is a leased liscence to all the software they offer to their members. ALL DLC, games and benefits are only functional as long as you are still a member for PSplus. When your leased license expires, you no longer have rights to use any of the benefits PSplus have to offer.
The only real advantage to being a member are the discounted deals you get from PSplus. Purchasing a piece of software this way guarantees usage of the software through PSplus's expiration.
When you decide you'd like to be a member again for their service, you are extended entitlements from the last time you used the service, and can use all the downloaded liscenced software they offered you before.
