Here is my connection to a server ~35 miles from my house.
I don't have anything else usually online when I host servers, sometimes my cellphone and laptop are going through the router by i try to shut them off when I host.
For hosting servers your DL speed (the higher of my 2 numbers, the one on the left) is meaningless...hosting is 100% contingent on upload speeds. I know this from hosting servers in WH, where the game would limit the size of the room you could create/host based off your connection. When I upgraded my UL speed it let me start hosting up to 32 player rooms when before it would limit me to 20 @ the most almost every time.

As for mixing up some other modes/loadouts in... I'll have to consider it. I suppose it's not actually crucial to have all map/mode variations in a single session... but Arena Loadout only is quite limited as it is.
As for my setup, I have 18mbps down/1.5mbps up (AT&T Uverse) and it worked fine with the 8-9 players that were on my server the other night, at least on my end (obviously). Other players didn't seem to be having any issues, at least.
Apogee, in my opinion is horrible for the arena loadout as its just too huge for no vehicles/spawn beacons! But I once thought that air superiority CTF on a big map would suck and had a blast losing a clan battle to MWHS with that loadout.
