The longer the game goes on and the more skills people get the weaker snipers will become.
Snipers are, I think, OHK on the head (or do a lot of extra damage...its just really, really hard to get a headshot with the snipers in Dust.) Just wait a while, besides noobs and redline snipers, you'll see the real snipers that can make even a Heavy pause...and don't forget the 10% boost from weaponry (and if one of the sniper skills has a damage boost), as well as 10% from the proto light damage mods...it adds up.
Most people do seem to go for guns first and then when they want to upgrade their health (which is only really possible through mods, unless you want to "upgrade" suits (in other words, go from Scout to Logi to Assault to Heavy), they find it costs a lot of SP, especially for shield mods (unless you started as the sniper class, they get that for free). I have skills for everything I need for my loadouts at least at lv1 right now, many are now at lv2-4. Planning is key in this game, and once you've made a plan it becomes a lot easier.
My primary loadout is a BPO loadout (doesn't cost me any ISK to die); its got a Standard Assault Dropsuit (Raven Type-I), Standard Assault Rifle (the Exile, but that's not available on the market at all), Standard SMG (Toxin, from the Merc Pack), two Militia Shield Boosters (+44 Shield), a Militia Armor Repair (repairs 2 armor/second), a Militia Armor Plating (think its +47 armor, but not sure on the exact number), Militia Nanohives and Militia Locus Grenade. I have 169 shield and 241 armor. This loadout is technically a lot worse than what many people use; at this point, many have standard or better equipment in most slots, and don't use anything militia anymore. But, thanks to my skills, this is an extremely viable loadout for public matches.
In a normal Ambush I'll get at least 10 kills (more like 12-18) and less than half that in deaths (usually 2-8, but a normal match I haven't had less than a 2 KDR) Matches with bad Blue-Dots or really good Red-Dots I'll do worse, but that's normal for that situation, and relatively uncommon. And bad luck can also apply. Skirmish matches are too variable to say how well I do, but if there isn't any red-lining going on and the teams are decent I'll get between 20 and 40 kills normally, with less than 10 deaths.
Again, this is with a loadout that takes only three skills to use for an ISK equivalent (the * aren't actually required for my loadout); Assault Rifle Operation lv1*, Caldari Assault Dropsuit lv1, SMG Operation lv1*.
This isn't to say I don't have "better" loadouts available, its just I don't use them much (don't see a reason to, since I'm doing well enough without them) On a side-note, if I didn't donate ISK to the corp and some clanmates in need, I'd have around 20mil ISK sitting in my wallet, maybe a little more.
If you're wondering what skills you need for defense, you need:
Shields - Combat Engineering lv2, Shield Booster Systems lv3, Shield Enhancements lv1
Armor Plates - Field Mechanics lv 2, Armor Upgrades lv1
Armor Repair - Field Mechanics lv 2, Repair Systems lv1
Also, having Field Mechanics up to 5 will give you a 25% boost to armor, and there is a skill to boost shield by 5%/level, but its requires a few of the shield skills and I can't remember its name right now.

Yea, headshots do a lot more damage, I found by aiming at the head of the enemy and seeing that I had 450% efficiency, then aiming at his body and I had 250% efficiency.
If anyone is wondering what these percentages mean it shows how effective your weapon is against the enemy you're aiming at. I was using a Gek-38 with a Complex Damage Modifier and Weaponry V, so thats why my percentages were so high.

I really hate when they nerf a weapon you're using, it means all the time and effort you put into getting a lot of SP to train in that specific weapon is wasted. LRs didn't need a nerf, they're useless in close range, especially with a bunnyhopping scout.
I'm glad that they're fixing spawn points, I always seem to get spawned beside the enemy using a shotgun.

I like ambush a ton, don't like being spawned in between 2 reddots though.
