Let people play on ALL maps with the normal player pool... WITH ONE EXEPTION they can only build walls , bunkers and a corral * or garrage* They will still be able to mount all other vehicles just not build them.
They can still play etc but just wont be able to level up or unlock anything ? your thoughts
Killzone three litteraly revived its server with this ingenious idea .. and once they get into it they may actualy buy the full game

Normally. But KZ3 isn't free to play. Is it?
I don't call that multiplayer level 1-10 thing F2P. That was a demo.
Once you reach level 10 the game basically goes "Yea, you had your **bleep** fun, now give us some money!". Not really F2P

Free to play usually means pay to win.
People who want to try out the games usually get crappy equipment and are just cannon fodder for those that shelled cash.
The end result is those that don't pay won't even have fun with the game and just stop playing instead of paying for better equipment. The same will most likely happen to a certain game in closed beta ATM (paying real $ for in-game consumable equipment!?! Yeah, right!).

I assume you are referring to Dust514? If that's the case, then it's not TOTALLY pay to win. Yes, you can get a bit of a shortcut by paying cash to buy better equipment a little quicker, but everything in the game can also be unlocked or bought with in-game currency that is earned through playing the game. Ultimately, those that pay 1) support the game developers with the funds to continue working on game and server upgrades and 2) will only see a temporary advantage.
There are a handful of items that can only be purchased with real cash, but they are only cosmetic items.
