@Kloro77 - No, the download progress won't be lost. You can turn off the connection / game, and later it will resume from wherever you stopped downloading from.
OK, I've tried the following, but still no dice:
- using various DNS settings for wireless connections
- using ethernet cable
- calling Starhub technical assistance, who has confirmed that I do not have SafeSurf enabled
What is particularly irksome is that I cannot explain the problem to my ISP. When I tell them that the forums suggest that something on the ISP side of things is blocking the download, they ask for the internet address to check it themselves.
I explained that no, it's not an internet address but a PSN Store issue, and that's where it all breaks down, because they do not have a PSN Store available to double-check my problem. LOL.
On a side note, I've done some rough maths - if I devote my entire 2GB/month data allowance through my 3G connection to download this game, I'll be done in 13 months.

SIgh... tried contacting starhub like what the rest of the members did.. i do no have any safesurf enable .. at all... tried cable connection.. tried wireless... tried del and reinstall..
In the end ~~ STILL the SAME... sigh....
Guys i think the issue here is with starhub. I have the same issue and when i used an alternative like singtel, it starts downloading. I tried to switch back to starhub even after the download has started and that doesnt work and i already tried out the other suggestions like turn of safesurf and stuff.
So.... I think starhub is the cause of the problem? At least for Singapore. I think.
Has anyone with Starhub tried bypassing the router and connecting the PS3 directly to the fibre modem? The standard router hasn't had the best of track records...
Will be trying that tonight.
From Singapore, if i download the game using Singtel, and bring the console back to my home, which is using fibre, am i still able to play the game, ( save games and all that, since starhub has an issue with the game)
Not sure if i am making any sense, not really technical in these areas.
Last time I'll buy again over the PSN network.. Maybe it's not entirely their fault but I would have thought anything offered on their store should be supported by the ISP's!?
Hopefully those in the other countries outside Singapore have another solution to get around this!!
I am sorry to hear that some of you switched to ethernet cable and still not able to download which is weird. Because I am using Starhub, and after they switched off my security feature (then, I waited an hour without using the internet), I have no problem downloading it to 2 PS3. And I have been using Cable Connection.
Starhub is definitely blocking ND's server because of ND's monitoring activity and the game's large file size.
