Question about stagger

Can someone please explain to me how is it possible that a 9mm spam can stop someone in their tracks when they try to down me with a nailboard, but a shotgun blast won't?

Sometimes, even without armor, the shotgun clearly hits from up close, but the guy not only doesn't get downed, but it also doesn't even prevent him from nailing me.

Shotgun should be able to stagger someone, no?

I mean c'mon, it's a freaking shotgun!

Yeah I feel the shotgun should at least blow someone back a bit when they get shot up close

It is pretty powerful. I don't want them to hangs the range or anything. But from a good enough distance, it should stagger them a bit.

Yeah. I feel that it's about timing. You should fire the Shotgun faster than your enemy. If you did, you shouldn't have a prob.

I didn't mean it's damage. That part of the weapon is the very reason why I use and I'm fairly satisfied with it. If only it was more reliable. Sometimes it fails to down an unarmoured enemy from up close and I have to waste another precious shot. But that's another story.

 

What I meant is that when a nailboard wielder rushes at me unless he gets downed the Shotgun won't stop his melee attack. I don't want to send the guy flying or something, but I think that it should stop the melee animation. If the character is stopped by 9mm how is he not stopped by a point blank shotgun blast?

That's what I meant.

The shotgun is a great weapon but at times unreliable. Sometimes when an enemy is too close your shot doesn't register.
