IMO the enforcer FEELS like the better gun than the revolver because the revolver is more clunky. The enforcer 's RoF rhythm is smoother and more natural where the Reovlver's RoF rhythm is a bit awkward and off.
Enforcer has better accuracy than 9mm and I can silence an Enforcer but I can't silence Revolver.
I did some long range headshots with Enforcer the day DLC was launched.
IDK if I will have such luck if I was using a Revolver.
Since I don't use Sharpshooter with my Crafter loadout.

Nah, revolver still says hello first. Especially in my hands.
However, I do agree that enforcer is what the 9mm shoulda been in the first place.
‘Tis but the same rehearsal of the past,
First freedom, and then glory — when that fails,
Wealth, vice, corruption — barbarism at last."
I think the Enforcer is what the 9mm was intended to be. ND miscalculated and inserted it later, as a souped up 9MM and a higher fire rate revolver, and added a loadout point.
I don't think it's OP. That loadout point was a hard thing to accomodate, after 9 months of perfecting loadouts, taking a point for the Enforcer hurt a little.
But my main joy from it is the stopping power of the 9mm with the punch of the revolver, and accuracy I can manage.
