Yes it was.


gun damage wasn't decreased, more health meant you had to use more bullets to kill someone, the health wasn't that severe that both the health was increased and the bullet damage was decreased (that would have been double the amount of change)

 

i believe the health was only raised to 120% since one punch is 50% of the health, you would need 3 punches to kill someone (if you only used melee)
