The first two things on my list would be to fire the person who came up with the customization system and fire the person who made the character models/skins. After that, my list would be very similar you yours!

If I worked with ND, I would be on top of communication between the developers and the fanbase. Sure, you don't have to follow EVERY single whim of the fanbase (due to cases of fandumb and whatnot), but listening to them can help shape current and future games up for the better. If you don't make the game enjoyable for the fans, who's going to buy your games and garner support for you?

Well first of all, I would slap every single person in the ND office that were involved and worked in the UC2 1.05 update.

Have a great communication and relation with the community and be active in all tournaments and such. Get the technicall issues fixed almost in an instant and not let it go this far. Add like 5000 things to multiplayer like weapons, customization things and everything. Pretty much everything you sayd

Past Uncharted 3 top competitive player, founder of the team MVP and along with some other teams has went to the finals or semi finals in 5 different tournaments (being the most unlucky player ever we didnt win any of those but we were prominent as one of the best clans in the FN days of U3).

Nowadays I played U4 for around 3 months in the top competitive scene for team GET+ / GETPOISON (with 5 of its original members from U2 and U3) and had a overall record of 300+ wins and 30 losses on UMG before pretty much retiring as lack of competitive support and a worthwhile game killed the scene.

I'd try to shake some more common sense and logic into their decision making.  They do alot of things assbackwards it seems.  I'd advocate for a minister of communication to use this site and interact with the fans on a MUCH more regular basis. 

I'd request more time inbetween games so that they can be properly polished and tightened BEFORE retail release.

First thing? I'd fire the animator(s) and model designer(s) for Uncharted 3.

After that, I would disassemble the stupid "Two Teams" that surely Sony invented to squeeze the studio and make it one full team again just focusing in one game and supporting their current multiplayer.

I'd be as regular a visitor of the forums as I am now. And I'd talk to the community just as much as I do now.

-Prevent the KAL-7, Quick Boom, Bargain-stacking, Revenge, skeleton skins, and the FAL-SS from ever existing.

-Actually update Community Videos and put them on Uncharted TV instead of trailers for a game you've already bought.

-Convince my co-workers to use dedicated servers for Uncharted 3.

-Party-splitting? What party-splitting? I'd have kept the game from being released with that issue, obviously.

-Changed the G-MAL's name to "balanced gun".
