Yes, because that extra effort to kill someone moving a little faster than you is very difficult for the brain to handle.
If you understood the type of player I was it'd make more sense. I'm the type who kills people really fast because I keep my aim spot on them, even with the newly nerfed RoF. Fleet Foot users just ruin that because all of a sudden the built in Aim Assist of the game just breaks. And again, for them, their Aim Assist works fine. That's like having a booster that makes people's aim worse when they shoot at you.
So in other words, you have perfectly good aim unless you are fighting a Fleet Foot user. I hate to break it to you but thats what Fleet Foot is designed to do, allow you to dodge bullets. Now my aim is sadly not as great as yours, but last night I was taking out Fleet Foot users left and right, and I was using a Fal with Scoped in.
i so think this is one of those cases where your aim just isnt good.

Probably below average, and with RoF you're a scrub.
Fast strafing makes shooting from cover pretty useless, and I hate that... Blindfire also makes it useless too, but that's another story.
